In his 155-page opinion, Judge Doughty wrote: ‘The US government seems to have assumed a role similar to that of an Orwellian “Ministry of Truth”. Viewpoint discrimination is an especially egregious form of content discrimination.’ In the memorandum accompanying his ruling, he stated that the plaintiffs were ‘likely to succeed on the merits in establishing the government used its power to silence the opposition’.
